Director’s Message: Assets & Infrastructure Services – Ministry of Education

The primary mandate of the Assets & Infrastructure Services (AIS) division within the Ministry of Education is to ensure that all registered educational institutions across Fiji—ranging from Early Childhood Education (ECE) Centres to Primary, Secondary Schools, and Vocational Centres—offer safe, inclusive, and conducive learning environments for our students.

To achieve this goal, the Ministry has implemented key operational mechanisms, including:

  • Assessing school infrastructure needs and advising on priority areas for development;
  • Monitoring infrastructure projects to ensure quality assurance and compliance with national standards;
  • Providing technical support to schools through the preparation of scopes of work;
  • Preparing procurement documents such as Requests for Quotation (RFQs), Tenders, and Contracts;
  • Maintaining and updating the National Asset Management Database for all government and non-government schools;
  • Conducting damage assessments following natural disasters or emergencies;
  • Reviewing and updating policies relevant to infrastructure and asset management.

AIS is structured into three specialized units, each responsible for delivering on different aspects of this mandate:

  1. Establishment & Development Unit

This unit focuses on school establishment and institutional support. Its responsibilities include:

  • Facilitating the establishment, registration, or recognition of educational institutions, from ECE to secondary level;
  • Processing re-issuance of school registration certificates;
  • Managing allocations and disbursements for non-government schools, including building and boarding grants, and the procurement of essential resources such as school boats, outboard engines, and water tanks;
  • Implementing Water, Sanitation, and Hygiene (WASH) infrastructure upgrades using government and donor funding;
  • Coordinating lease premium payments for new and renewed leases in consultation with landowners, TLTB, and the Department of Lands;
  • Monitoring the progress and compliance of development projects funded by government or development partners (Education Clusters).
  1. Capital & Rehabilitation Works Unit

This unit is tasked with the planning and execution of major infrastructure projects. Its functions include:

  • Preparing and managing proposals for large-scale construction and rehabilitation works for both government and non-government schools;
  • Coordinating with the Ministry of Public Works, Meteorological Services, and Transport for technical design and documentation of approved projects;
  • Participating in procurement and tendering processes;
  • Administering the implementation of infrastructure projects through to completion;
  • Overseeing rehabilitation works for schools impacted by disasters or unforeseen events.
  1. Education in Emergencies & Disaster Risk Reduction (EiE & DRR) Unit

This unit leads the Ministry’s disaster preparedness and climate resilience efforts. Its scope includes:

  • Developing and implementing school-based climate change adaptation and disaster risk reduction strategies;
  • Ensuring schools are adequately prepared to respond to emergencies and natural disasters;
  • Conducting “Safer Schools” training programs for school leaders and management, and promoting disaster risk education in the curriculum;
  • Coordinating the Ministry’s Emergency Operations during crises;
  • Liaising with the Education Cluster, NGOs, CSOs, and donor agencies on disaster risk management and emergency response initiatives.
