To ensure safe and improved education access for all children through the provision and maintenance of school infrastructure facilities and resources; stringent and prudent financial and project management practice for compliance and good governance; and through safe and sustainable disaster risk management practices.

Roles & Responsibilities

The Asset Monitoring Unit (AMU) is responsible for the following functions:


Asset Accounting

  • Facilitates the payment of lease premiums for new leases and renewal of leases in consultation with the lessees, TLTB and the Department of Lands.
  • Facilitates the requests for establishment and registration or recognition of schools from ECE Centres to secondary schools.
  • Maintains the Ministry NAMF data on FEMIS
  • Facilitate Educational Planning and Development
  • Compile project documents for PSIP request for budgeting provision.
  • Facilitate the re-issue of school registration certificate.
  • Maintain and facilitate work partnership with other Government line Ministries on work related projects
  • Manage and facilitate infrastructure development issues from all Education districts

Asset Survey

  • Manages the Annual Asset Survey of all Ministry assets
  • Provides technical support regarding asset condition assessments
  • Compile Education report and education statistic on Development and infrastructure.
  • Assessment of school needs and advice schools on infrastructure priorities.
  • Compile and facilitate on the National Asset Management data on Government schools and Non –Government schools
  • Conduct and facilitate Initial Damage Assessment(IDA) on school infrastructure after disaster
  • Manage all infrastructure renovation and upgrade on all school information data

Standards Compliance

  • Standards of infrastructure in schools are monitored for the provision of conducive learning environments for quality service delivery.
  • Conduct awareness on School building maintenance with cost.
  • Asses and monitor development projects funded by Government and Donor agencies(Education Clusters)
  • Conduct School Infrastructure project monitoring for quality assurance and compliance
  • Advice Contractors on compliance and standards to building Code
  • Carry out Scope of Works on school projects



  • Compile Strategic and Business Plan based on the Educational Policies and Initiatives
  • Review current Education Policy on school Establishment and Registration.
  • Responsible for the continuous improvement strategies of all the aided schools around the country. This encompasses ECE, Primary, Special Education, and Secondary schools through the provision of grants to assist improvement of physical facilities and equipment, especially in the learning environment, for the realization of the national goals of education.
  • Process Grant applications and project prioritization
  • Facilitate and distribute allocation for Non – Government Primary, Secondary, ECE Building/Boarding and Boat Grant

Major Projects

  • Prepares and manages the clearance of proposals for new major projects.
  • Coordinates with MoIT design and documentation of major projects.
  • Participates in the procurement process.
  • Monitor the implementation of major projects to completion stage.

Minor Works and Maintenance

  • Undertake technical assessment of proposed minor works and maintenance.
  • Design and documentation of works
  • Participate in the procurement process
  • Supervise projects and administer contracts
  • Provide technical assistance to schools
  • Responsible for implementing all WASH upgrading projects under government and donor funds


  • Responsible for implementing all WASH upgrading projects under government and donor funds
  • Conduct awareness training on WINS with Education Clusters
  • Conduct awareness training on WASH with stake holders[district education officers, school committee, parents and teachers association and parents associated clubs]
  • Undertake WASH mapping for schools – Baseline data to include number of existing water points, student/ablution facility ratio, sources of water, availability of MHM room, availability pof school WASH policy and WASH coordinator


  • Responsible for Schools Climate Change Mitigation Strategies through Disaster Risk Reduction and Resilience programs with Cluster Partners and NDMO
  • Responsible for ensuring disaster preparedness in schools and managing risks emanating from emergencies and disasters that directly or indirectly affect children’s education.
  • Reduce children’s emergencies and disaster vulnerability through systematic response planning and effective mitigating strategies.
  • Conduct Safer Schools against Disaster in Education training to management and school heads whilst encouraging disaster risk education in the school curriculum.
  • Coordinate the Ministry of Education’s Emergency Operation Centres during emergencies and disasters.
  • Facilitates capacity building for teachers, school managements, and the community on Education in Emergencies/Safer Schools and prudent financial management measures.
