HR Department – Ministry of Education, Heritage and Arts 

The Human Relations Department has been formulated to strategically address, coordinate, monitor, evaluate, integrate and response to the changing nature of the organization’s internal and external environment. The most important challenge with the Human Relations Unit are linking the HR practices to Ministry’s Annual Business Plan and making sure that the HR activities that are implemented ‘make sense’ to enhance the realization of the Ministry’s Vision and Mission.  The new Human Relations Department has six teams, each of which has specific responsibilities.

The Establishment and Workforce Planning Team is responsible for managing the positions and staffing allocation for the Ministry and coordinating staff transfers and redeployment.

Recruitment and Selection Team

The Recruitment and Selection Team replace the old Post Processing Unit. The team is responsible for ensuring that all recruitment for vacant positions in the Ministry complies with the Civil Service Open Merit Recruitment and Selection Guideline. All vacancies of more than one month require an open merit process to ensure that the person selected for the role is selected on the basis of merit.

Employee Contracting Team

Employee Contracting Team

The newly created Employee Contracting Team is responsible for preparing all employee contracts and contract variations and maintaining contract data and placement date on FESA.

 

Shyreen Bashir commenced in the role of Manager, Staffing Contracting in April 2017 and she brings extensive experience in the public sector, including working with the Public Service Commission and the Civil Service Reform Management Unit.

Employee Administration Team

Employee Administration Team

The Employee Administration Team is responsible for employee files, allowances, managing leave, occupational health and safety incident reports and managing the process of employees being referred for a Medical Board Assessment. The Employee Administration Team has a HR Enquiries Unit established and that team is the key point of contact for employees who have a question regarding a HR matter. The HR Enquiries Unit will coordinate employee enquiries and ensure that employee queries are recorded and that they receive a response.

Learning and Development Team

Learning and Development Team

The Learning and Development Team replaces the Professional Development Unit and the team is focused on planning and coordinating professional development for all employees of the Ministry. The team is responsible for ensuring the Ministry complies with the Civil Service Learning and Development Guideline. This team will review the learning and development needs identified in each employee’s MyAPA and develop a Learning and Development Plan for the Ministry which focuses on supporting skills development which will deliver better educational services.

 

Ranjish Raj commenced as the Manager, Learning and Development in March 2018 and is leading the team in planning and managing learning and development needs.  Ranjish has extensive experience, including as a teacher and prior to commencing with the Ministry he was most recently a Core Facilitator for the Civil Service Reform Management Unit.
